The main goal of the CIRCLE project is to support the inclusion of newly arrived migrant/refugee children in good quality education in Greece, Italy, Portugal and Spain including by assessing knowledge and validating prior learning.

More specifically the project aims at:

  • Developing and promoting the use of effective tools for the assessment of prior learning of newly arrived migrant/refugee students so as to guide the development of appropriate methods and educational material to facilitate the successful inclusion and progression of the students through the education system.
  • Developing and promoting the use of mechanism/system for the validation of prior learning of newly arrived migrants/refugees (incl. equivalence of school leaving certificates to host countries certificates).
  • Enhancing the competences of educational leaders and educators on the use of tools for assessing knowledge and validating prior learning.
  • Increasing the awareness and competence of policy makers, educational leaders and educators with regard to inclusive educational approaches.


The mainstreaming of the prior learning assessment tools and validation mechanism in the local/regional or national education system and/or policy in Greece, Italy, Portugal and Spain (and other EU countries) to enable the continuity of learning for newly arrived refugees/migrants.

The above will be achieved through the implementation of the following activities:

  • Development of diagnostic tools for the assessment of prior learning of newly arrived migrant/refugee students so as to guide the development of appropriate methods and educational material to support and facilitate their successful inclusion in primary and secondary education and their progression through the education system.
  • Design of mechanism for the validation of prior learning of newly arrived migrants/refugees (especially those with no school leaving certificates) and equivalence of school leaving certificates with host countries certificates to facilitate further the enrolment in lower/upper secondary schools  or vocational schools (or higher education).
  • Development pf operational and/or policy recommendations to promote the use of the developed tools to decision and policy makers.
  • Provision of training to educational leaders and educators on the use of the developed tools.
  • Awareness-raising, dissemination and exploitation
